IN THE conference room of Epic Records in Century City, Cheap Trick guitarist Rick Nielsen is good-naturedly taunting the group's producer, Tom Werman, who can't get a tape threaded through the tape deck. Finally, the title song of the group's new disc, Dream Police, thunders into the room: "When I fall asleep/I bet they're spying on me/They try to persecute me/They're judge and jury all in one."
