EMERGING FROM the dark of the Mersey tunnel into the almost dark of autumn in Birkenhead, the first thing the visitor sees are the giant shapes of the deserted and dormant Cammell Laird shipyards, for many years the town's benefactor and provider, now silent. The second thing the visitor sees is a huge overhead sign above the toll booths proclaiming "BIENVENUE! WILKOMMEN! WELCOME TO THE WIRRAL!"
