THE MORNING OF February 3rd, singer/ songwriter Harry Chapin flew to Washington D.C. from Ontario. He'd just done a concert and, having slept on the plane, arrived with barely enough time to change into what he calls his "lobbying suit," a three-piece number that's a lot calmer than he usually acts while wearing it.
