PETE HOORELBEKE and Gil Bridges of Rare Earth were walking down West 113th Street in Manhattan heading for a Greek restaurant called Symposium. Bridges scanned the rows of brownstones, which look like a polished slum but are occupied mainly by Columbia University students. "This looks like Washington, doesn't it," he said and smiled.
