It is 10 days before Bill Clinton's historic first presidential visit to China since the 1989 Tiananmen Square massacre. An estimated 25,000 people have congregated on the Capitol lawn and have populated the whole area leading up to, and including, the marble steps of the Capitol building, in a bid to pressure Clinton and the Chinese government to open negotiations with the Dalai Lama, the exiled Tibetan leader.
