DESPITE THIS city's reputation as a comfy little haven for country and progressive-country backwoods folksiness, its music audiences — at least in relation to the rest of the state — are downright sophisticated. Such was the case for the brief reggae festival that hit town in the space of one week as Jimmy Cliff, then Toots & the Maytals brought their touring shows into the Armadillo World Headquarters.
