PHIL OCHS had been on the stage of Carnegie Hall before. He first headlined there in January 1966, armed with incendiary topical material and witty between-songs banter, and the young audience (The New York Times called it "predominantly teen-aged") lapped it up, even the songs like 'Love Me, I'm a Liberal' that punctured left-wing platitudes.
