A LITTLE MORE than 30 minutes after it begins, Moby's new EP, his major-label debut, turns over in my tape deck. Gone is the last track, new-age ambience called 'The Rain Falls and the Sky Shudders', with "oriental" pianos and vibes played soft over the sound of rain; or was that a vinyl record hissing at the needle? A gloomy cloudburst of synths, changing chords in a minor key, signal a new song, the title single. Then a male voice says "move." Drums burst out. Rave keyboards doodle. House divas scream ecstasy. But you can still taste the silence.
