IN SAN Francisco a sight-seeing bus runs tours into the Haight-Ashbury district billing it as "the only foreign tour within the continental limits of the United States." Haight-Ashbury, of course, is the hippy center in San Francisco. Indeed the whole hippy culture, movement or mystique — it's all those things — is foreign to most Americans.
