SAMMY HAGAR, resplendent in all-red jumpsuit and looking more the little kid in newly-shorn locks, questions the questioner. "What do you mean, my 'space concept?'" The former lead singer of Montrose (he appeared on Montrose and Paper Money) is joking, of course, because it is a known fact he is infatuated with the mysteries of space, numbers and colors. Hence, the crimson character on his new album. Eleven floors below, San Francisco buzzes mightily, but in the Miyako Hotel suite there is a disturbing silence. The interviewer's cassette has mysteriously stopped functioning and, inserting another, it too breaks.
