DESPITE ENORMOUS media attention, the U.S. music industry has maintained a hands-off policy toward new wave or punk-rock music, probably hoping that it will go away as quickly as it arrived. As long as it doesn't sell it can be ignored, but the English charts now show singles in the Top 20 by the Sex Pistols and the Stranglers, moving in on Abba, Donna Summer and Olivia Newton-John.
