THERE'S BEEN a miniature Tim Hardin revival lately. Rod Stewart did 'Reason To Believe' on his Unplugged set, Robert Plant did 'If I Were A Carpenter', which he confessed to being one of Hardin's favorite songs, and PolyGram has just released his complete Verve recordings, as a two-CD anthology titled Hang On To A Dream.
