ECCENTRIC AND proud, Victoria Williams could be a cross between Tom Waits and Natalie Merchant. Or maybe Jonathan Richman and Kate Bush. Anyway, Swing the Statue! is the equivalent of an old easy chair, lumpy and unsightly, but fun if you're willing. For the less tolerant, her exaggerated vocal mannerisms will have the resonance of fingernails on a blackboard.
