MOST RECORD COMPANIES waste little time in emptying the vaults when a major artist dies, but Island has refrained from pursuing that course with the late Bob Marley. The only previous posthumous release of material by the late reggae kingpin, the shoddy Chances Are, came out on Atlantic's Cotillion label.
