IT'S AN unseasonably warm Halloween weekend outside the Hollywood Palladium, as tens of thousands slowly stream by in a typical Friday night procession of Sunset Strip traffic. The Palladium marquee facing the boulevard announces tonight's featured band: Blues Traveler. Which can mean only one thing: It's party time. Not because it's Halloween, or because it's Friday night, or because it's Hollywood, California.
