PETER FRAMPTON has become a highly stylized performer. The songs on his new album sound much the same as the material on two earlier solo LPs, which in turn sounded like his Humble Pie output (the most pleasant tracks they've recorded). The musical homogeneity is overwhelming: It's often hard to tell where one cut on Something's Happening leaves off and another begins.
