LONDON — THE man who put the bump and grind back into British pop music was a few minutes late arriving at his West End offices. The delay, it turned out, was caused by a bunch of touch-happy fans who had been hanging around the front door of Marc Bolan's London home, between him and the waiting Jaguar. A timely demonstration indeed that there is still plenty of action surrounding Mr. T. Rextacy, despite the low profile he's been keeping in recent months.
