THREE YEARS ago, Victoria Williams emerged with a debut set of 13 songs which invited us to revise and re-define our notion of folk music. Happy Come Home was an odd little masterpiece. Oddest element of all was the voice, a warped vibrato that scribbled gleefully across the uneasy spaces. Victoria suspected scalloped tonsils. Most reviewers suspected the first strains of a peculiar kind of genius.
