WHEN BOZ SCAGGS MADE HIS FIRST tentative steps back into the music industry that he had abandoned for most of the '80s, he found his prolonged absence was a much bigger deal for others than it was for himself. Time after time, old fans would ask what he'd been doing and, faced with his apparent lack of career concern, subside into perplexity.
